Proposal Compliance Tools

Compliance Matirx (CM)
- A Compliance Matrix is made up by a simple table. The first column of the matrix is the heading for the proposal. Each section of the RFP also gets a column. Each row in the matrix links each proposal section with one or more RFP requirements. RFP requirements are entered into the matrix cells either as full text or just the RFP paragraph numbers (depending on the length of the RFP).
- Cross-Reference Matrix (CRM)
A Cross-Reference Matrix tells the proposal evaluators where they can find responses to specific Request for Proposal (RFP) requirements. It helps ensure proposal managers that the proposal responds to and complies with all the Proposal requirements. A Compliance Matrix should form part of each proposal volume and is normally requested in an RFP. It serves three (3) purposes:
1. It shows you what requirements must be addressed in a given section.
2. It enables you to validate that all requirements have been responded to.
3. It makes it easier for you (and potentially your customer) to understand the RFP and how to navigate your response to it.
Proposal Activity Schedule (PAS)
- PAS helps in crossing off the items on your outline and counting the days until your deadline. PAS can be used to track – whether you have achieved your goals and done the things necessary to win. In order to ensure those things get done, it puts the items you need to win in sequence and provides guidance for when they should be validated. The result is a set of proposal milestones that can be used to trigger reviews and measure progress.
Proposal Adequacy Checklist (PAC)
PAC provides information on the RFP instructions to be followed, may include:
1. Does the cover express something of the content of this proposal or the nature of your organization?
2. Is there a Table of Contents?
3. Is there a title page with all necessary background information describing this document?
4. Is the summary no more than 3/4 of a page long?
5. Are the margins consistent?
6. Is the pagination accurate?
7. Did you use a consistent type-style?
8. Did you avoid unnecessary charts, tables, diagrams?
9. Are the section-headings clear and consistent in format?
